We ALL know it's declined. The recent white paper BIA is proof. Public meetings notice, last minute agenda changes, department heads meeting with board outside of Sunshine, unfair board appts in lack of correct notice for comments on meetings, all proof the BOCC thinks they are an entity all to themselves; like God.
