BRADENTON -- Members just back from their summer break convened over the largest agenda this year, but found a disgruntled public waiting for them. For hours conflict filled the room, and Chairman Bustle overstepped his authority by trying to permanently ban certain citizens from commenting, until fellow commissioners reeled him in. CITIZEN COMMENTS (Consent Agenda Items Only)

A number of citizens signed-up and spoke with harsh criticism to the way the county wasn't dealing with certain serious issues. Animal services struck a nerve with many of those commenting and Chairman Bustle became quite annoyed. More than two hours were spent in total dismay, with Bustle threatening to have speakers removed, turning off one speaker's microphone and and stating that he would not let some of them ever speak at the dais as long as he was chair. The conflict dominated the meeting. (full story to follow)

89. Legislative Report from State Sen. Bill Galvano -- Galvano said they agreed on a $77.1 billion budget and that the key issues to that budget was education, funded at a historical level, transportation infrastructure, cultural arts programs and public safety. He also emphasized cutting $500 million in taxes and mentioned this weekend's back to school sales tax holiday. Galvano said he wanted to focus on the additional $105 million in project funding to Manatee County. He said we need to continue to work together as a team.

Bustle --  Said he has five more months as BOCC Chair and has a Top-5 Workshop list -- 1, Policy budget for indigent care; 2, Complete review budget for Animal Services; 3. Land Development Code; 4, Review Master Plan for North County Utilities; 5, Review TIF plan for South County. Later Bustle added a 6th: County Waste contract. 

 

Administrator Ed Hunziker said the county commission had already voted 7-0 to review renewing the current waste handlers, but if they wanted to consider putting it up for bid, he would call-off the work being done until the subject is discussed at a workshop. 

 

Motion to stand-down until workshop -- Approved Unanimous

 

Whitmore -- Kathy Peel from EMS is retiring, she has been with Manatee EMS since 1989.

 

Benac -- At the MPO, we discussed adding a new seat for North Port, but then discussed maybe cutting the MPO down to just two members per government instead of three. The street lights for University Parkway came up again, not sure how to handle that, because it is not a safety issue, but maybe complete streets.

 

Gallen --  We are partnering with Palmetto Police for a summer slam, August 16, 11:00 a.m. -- 4:00 p.m. at the Palmetto Youth Center. There will be free backpacks full of supplies, and food. Sponcered by Manatee County, City of Palmetto, Palmetto Police and the Mt. Carmel Resource Center. 

 

DiSabatino -- On the industrial hemp Glen (citizen's comments) speaks of, it is a business issue, not government's job.
