Former Manatee Commissioner Rips Board on Administrator's Contract

BRADENTON – Former Manatee County Commissioner Joe McClash sent a scathing email to his former board and County Administrator Ed Hunzeker this week, deploring the new contract the BOCC recently approved for the county's top manager. McClash, who had negotiated Hunzeker's original contract with the county, called the new agreement “irresponsible” and said that it set a bad precedent for the future.

McClash, who was narrowly defeated in a Republican primary last August, said that while he did not always agree with Hunzeker, he had been impressed that the county administrator never took a pay raise while county employee's wages were frozen because of budget constraints. But McClash said that the apparent change in leadership philosophy was a concern and that "greed" has seemed to take a priority.

“It is a hypocrite that tells people we cannot afford a little extra for the neediest, but can afford to give himself unbudgeted money from our reserves," wrote McClash, who served 22 years on the commission. The former commissioner said that ultimately it is Hunzeker who decides whether to accept the new contract and implored the administrator to set an example by not accepting the raise and other lavish benefit perks that were not offered to other county employees.

 

During the meeting in which Hunzeker's contract was approved, former Manatee County Commissioners Patt Glass and Ron Getman spoke in favor of the terms. The board voted 5-2 to approve the new contract, which had been devised by Board Chair Larry Bustle. Commissioners Michael Gallen and Robin DiSabatino dissented over concerns that the significant costs to taxpayers, along with the dangers of setting a precedent which would likely be followed in future negotiations with port directors and county attorneys (the two other positions hired by the board) were prohibitive, especially given that Hunzeker still had a year and a half before he planned to retire and the board had not even tested the market for a less-costly replacement.

Ed,

I just wanted to let you know how disappointed I am with your new contract.

Just like others, I may not have always agreed with your actions as a County Administrator, but I did respect the fact you were concerned about not taking any more benefits than the County employees. During these past few years I was impressed you never took a pay increase while the employees' pay was frozen because of budget constraints.

However, now you have changed your philosophy as a leader and that is a concern. Greed has taken a priority versus an example of a leader in your position. And it does not matter what Ernie had in his contract extension. Times were different! Today over $18 million from reserves has to cover our cost of government and now we have the unbudgeted cost of your revised contract to add to that loss. Shameful!

I blame you, not the board, since the ultimate decision was yours. It is a hypocrite that tells people we cannot afford a little extra for the neediest but can afford to give himself unbudgeted money from our reserves. As you would put it, your raise is the highest priority of all the needs in the County.

You could make things right and have the action reconsidered. You know as an administrator you would never have recommended any of these contract provisions as you carved out for yourself for someone else. Do the right thing as a leader and set the example for the County employees as you had in the past as their boss.

Leadership 101 teaches us that no one is irreplaceable. The next County Administrator will be able to manage the affairs in your absence, and possibly bring in new ideas just like you did when you came. The 18 months left under the present contract, certainly is long enough to find a person that is qualified.

Good for You Joe! It's about time someone @ Manatee County Government stated something honest! There is too much good ole boy here and I'm disappointed in the elected officials that we helped place in office. Apparently they have no regard for taxpayers. It's all about ME!

I definitely agree with Commissioner Gallen & Commissioner DeSabatino. It's very obvious that the intent is to have seven commissioners to do the bidding for the greed and selfishness. It's already been said to do away with the 35' max. height in the county. It's clear the intent is to have another Atlanta. Thank you to Joe McClash for his imput.

It was a joyous day that day at the county commission meeting. It was like old home week. Ernie Padgett and his wife was there and many retired people. They were there celebrating. Then it turned ugly. I spoke against the raise but I didn't get an applause like some that were in favor of it. Ed pulled some BIG wigs in the audience.........but they have BIG money. Does that mean money "courts" money. It's politics as usual in Manatee County. I ran for county commission and learned how "dirty" politic really is........I watched the developers fund Carol's campaign. Mike Bennett as I recall had the first fund raiser. They picked her and groomed her for her position. Now she sides with the "money" again........sorry Carol it may be time for you to go back to the island. You're not representing "all" of Manatee County. As I told you at the meeting I did taxes for a man last year that quit the county and went to work for waste management........picking up TRASH because he hadn't received a raise in 5 years !! It's time to look for a new board.

In Manatee County, it's a total waste of time to complain. The majority of the commission doesn't care about doing what's right and will just do what they want to support one another. Money talks and money is rewarded well!

I have not always agreed with Joe but I am 100% on this one. Ed needs to lead by example and do what is right.

Did not always agree with Joe on some of his decisions as a commissioner (as he is aware), but I consider him a good friend and with that comes mutual respect. Agree with him 100% here. Is it possible to have a county referendum to see if it would reverse what the BOCC approved? If so, I bet it would pass.

We need to reconsider our use of the words "liberal" and "conservative" and go back to their old meanings, where liberals support -- as the saying goes -- "liberty and justice for all," while conservatives want to protect the entrenched, hereditary nobility and their minions.

Tax the nobility? Heaven forfend!

But while conservatives work to maintain a class of wealthy non-workers secure in their entitlements and to oppress the peasants and workers (it isn't liberals who want to get rid of labor laws and the unions that begot them), they also can be kind to their favorite overseers, giving them knighthoods and possibly a few serfs (slaves). And often a bag of gold for being especially loyal to the nobles they serve.

We should now call our country administrator Baron von Hunzeker, and we shall bow when he passes us in his open touring car, monocle in one eye and a top hat on his head. With his bag of gold, he is now practically a member of the nobility. Grrr...

And we now know why my attempts to get the county to save money by using Linux and other free and open source software on their computers, and to help them develop an efficient, low-cost paratransit-based transportation system, have gone for naught: because cutting expenses would diminish the largesse they have at hand to bestow upon their retainers. They don't want to save money any more than Rick 'the thief' Scott wants to extend Medicaid and keep more poor Floridians healthy

Baron von Hunzeker's budget comes from the peasants ("Only the little people pay taxes," said Republican icon Leona Helmsley) so there is no need to spend it wisely, is there? If the peasants aren't taxed, they will just waste more money on food, shelter, transportation, and of course beer and skittles.

SKITTLES? No way! Round them up, overseers, and give them a touch of the lash! And no raises for five years, because they are PEASANTS and should be happy to get a hovel and a handful of rice for their paltry efforts. Hmph.

Anyway, Joe McClash may not consider himself a liberal, but in the classic sense he is, up to a point. We need to remember that he is a member of the inherited nobility and a landholder whose income is from renting to peasants. (And in Joe's case, low-level peasants at that.) But there are worse lords of the land, and he is in many ways a traitor to his class, including his insistence on maintaining a decent natural environment rather than putting high-stacked, overpriced slums on every inch of desirable land, and his insistence on fairness (up to a point) for people who have Earned Income from Real Work rather than Unearned Income from investments, AKA "riding on the working people's backs."

We really need to overthrow the aristocracy in this County. They and their stooges usually call themselves "Republicans," so the easiest way to increase liberty and justice for all is simply to not vote for any Republicans, ever. The only problem is that this would be unfair to Joe McClash, Robin DiSabatino, and possibly a few other renegades who, while Republicans, do not actively hate working people. So we may be throwing a few babies out with the bathwater. Sad, but what can you do? The Republican pool has become so polluted that at this point a wholesale emptying may be the only way to cleanse it. Ah, well.

Right now, the only two County Commissioners worth retaining are Robin DiSabatino and Michael Gallen. The rest should be run out of office, if not tarred and feathered and ridden out of town on a rail.

Stay brave, my fellow peasants! We prevailed in many revolts in medieval Germany, in France, in the British N. American colonies, and in other lands. We can prevail in Manatee County as well if we band together. Huzzah!

So what happened to the principles of our two newest members of the Board? Do you have the courage to reply here on a public forum? I thought you were limited government? Free market Principled? It appears that you have failed your litmus test. Mr. McClash has stated obvious facts - there are many qualified persons out there to do the job. In fact it used to be the responsibility of the board not so long in the past. Why don't we save that money and do just that, push the job back onto the county commissioners? What say you citizens?

The new contract is reprehensible and irresponsible. The Commissioners that voted to approve this should not be re-elected. Thanks Joe for being responsible enough to share your thoughts with the taxpayers of Manatee County. Remember taxpayers are going to "foot the bill" for the contract!

I also agree with Joe, as I have in the past. Joe is usually the one with the "Brains" and the one with the most down to earth pragmatic answer to the problem. It is too bad that he was not re-elected onto the commission because the winner of the election had corporate financial backing. Good job Joe, Keep watch, for our sake, and keep them as honest as you can.

I also agree with Mr. McClash, and wish he had been re-elected. Hopefully he will run again.
This county needs commissioners who would truly practice financial frugality, however the voting results indicated only two Commissioners are really concerned.

The whole thing does not pass the smell test because it was too well orchestrated. Ed and Bustle had the whole thing planned. It all happened too quickly. Within several days Mosaic's attorney is suddenly representing Ed. Whitmore admitted to some friends that she new it was going to happen. How could she know without violating the sunshine law? The two new commissioners went along with the Chairman and the administrator showing no guts.
From all the county employees I have talked to, morale is at its lowest. They feel betrayed by Ed and the commission.

Good for Joe McClash. He always supported and looked after the citizens of Manatee County and he continues to do so.

Greed is a disease that is rampant in our county, state and the nation and leaves the citizens to suffer its consequences. Hunzeker should take the noble and ethical road and decline the offer.

I totally agree with Mr. McClash, and have already written a similar email to the County Commissioners.

Their action regarding Mr. Hunzeker's contract is deplorable, and their precedent-setting vision for the future of Manatee County is very scary.
