Manatee Commissioner Larry Bustle Hacks Property Tax

MANATEE COUNTY -- On Monday night, Fox 13 investigative reporter Doug Smith took a look at Manatee County Commissioner Larry Bustle's war veteran property tax exemption. Bustle is only one of four veterans in Manatee that file for that exemption, which was part of an amendment to help struggling veterans keep their homes. Except in Bustle's case, it ends up allowing him to avoid up to $7,900 a year in taxes on his million dollar waterfront mansion, which he's paid as little as $120 in annual taxes on in recent years.

 

At a BOCC meeting two weeks ago, Doug Smith caught up with Commissioner Bustle for a few questions (video below). Smith asked Bustle if he considered himself 90 percent disabled, which is his rating from the VA. Bustle said that he didn't set the ratings, and enjoys the tax break that was put into law back in 2006.

 

"There's a lot of criteria, and it just so happens that I fit the criteria," said Bustle to Smith. Bustle later said, "I served my country, and my country decided, and my state decided, that this was a valid thing to do and therefore I'm quite happy with it." When asked if he thought it looked bad, Bustle said, not at all.

  

Florida State Senator, Mike Fasano (R-New Port Richey) who helped create the legislation said, "Common sense should tell you that that person should not be taking advantage of getting that benefit. Even though they are due that benefit, they don't need it."

 

Doug Smith asked Manatee County Commissioner Robin DiSabatino if she would take the discount, and she answered, "I would not. I don't think it is fair, and I wouldn't be able to live with myself if I did that."

 

The average property tax bill in Manatee County is $955.00 for property valued at $150,000. The average annual salary In Manatee is $35,000. Roughly three percent of one's annual salary goes to pay their property tax. Commissioner Bustle gets a $75,000 annual salary with a near $20,000 compensation package, much of which is paid from resident property taxes. His property, which includes a 600-foot dock extending out into the mouth of the Manatee River, is valued at about six times the average $150,000 value for the county. The $120 tax bill is a little over one tenth of one percent of Bustle's salary, which is not including other incomes like retirement pension and disability.

 

There was a year in which he paid $200, almost $400 another, and one around $900. In 2008, Bustle enjoyed a property tax savings of $7,900 because of the waiver.

 

Fasano says the legislation was designed to help vets struggling to keep their houses. Bustle's house is valued at a little over one million dollars and it's not clear to what amount his contributes to the overall value. But clearly, every year Commissioner Bustle pays only 10 percent of what would otherwise be his tax bill, 90 percent less than he asks other Manatee County property owners to pay when he votes on their millage rate. Fla law is for combat vets who joined while citizens of Fla. Thus fewer qualify. U.S. Code allows for !00% ratings for hospitalization and recovery of care for service connected disabilities. Thus fluctuating ratings. Anyone care to check what he went through for this? Where are the voices of the veterans he has supported over the years. Robin DiSabitino,the answer is " I am not qualified to comment on what I would do. I never faced the enemy in combat or was I hospitalized for months after being shot down by the enemy. He is getting what the law allows and if it is unfair the citizens of Fla can vote to change it." Yah think?

Let's see if I get this straight... WE, the voters, decided to give a little extra perk to our combat-wounded vets. This guy damn near lost his life in combat in the skies over Vietnam. He also accepted our offer.
Now, because he also managed to make a good life for himself, he's being vilified.
Mr. Bustle, Thank You for your service and please accept my apologies for those who appear to be jealous of your success.
As to the other politicians who state how they wouldn't accept the perk... THAT is nothing more than self aggrandizing B.S. from a pandering, gutless, lilly-livered politician.
Some of us still remember what it was like for you guys from 1965 - 1975, when we butchered 65,000 of you and then spat in the faces of those who managed to come home in something other than a body bag.
Keep your perk, Mr. Bustle. You've EARNED it.

Election time will come around people and you need to remember
this Larry Bustle to end his position so he won't have the
$75,000 to depend on along with all the other stuff he finds
loop holes to use.

This guy was a U.S. fighter pilot who flew a Phantom jet in 130 combat missions over Vietnam, earning the Distinguished Flying Cross, 9 Air Medals and a Purple Heart. In my book, he did a lot more to earn his "entitlement benefit" than the vast majority of people in this country currently feeding at the "Entitlement Trough". Thank you for your service to our country, Colonel.

I guess he is just making use of a law passed to aid wounded vets on their property tax.Whether he should be taking advantage of this tax break is another matter since it was intended to aid wounded disabled vets in financial need.I do not have an opinion on this either way. I thank him for his service but it will be up to the voters to decide if they agree with him or his critics.

Seems that this Veteran's exemption should have an income cap, since it was enacted to assist those Veterans that are struggling to keep their homes. Shame on Commissioner Bustle and I hope all of the voters will keep this in mind and get him out of office. Do we really want someone like him to benefit and get paid via the taxes we pay.

If this law was enacted to help Veterans who were in danger of losing their homes, why was there not an income cap defined. Hope this man gets voted out of office and that this law gets amended.

I am also a disabled vet. I get the $5,000 exemption off the value of my home. Something about this story does not ring true. We aren't getting all the facts. I reserve final judgement until I get all the facts. But, if he is abiding by the law in all instances, and you don't like it, don't excoriate him, change the law.

He should be "tarred and feathered" and run out of town. Just another example why us taxpayer are fed-up with Politicians. We vote him in to be an overseer of the community, not a "Taker" that finds every possible loop hole to financially improve his wealth.

While so many of us struggle in this economy to keep our heads above water--Mr.(and I use that loosely) Bustle---YOU SHOULD BE ASHAMED!!!!

Thank you for your service to our Country---but now how about serving your constituents with HONOR and INTEGRITY !!

Just like Jim Norman up here in Hillsborough, and now he's in the State Senate. It's not enough Mr. Bustle's making $75,000 as a county commissioner, plus I'm sure he's getting 90 percent disability pay all on top of a pension and Social Security. I don't begrudge him any of that, although he didn't look 90 percent disabled in the video raising the flag. But to pay $120 in property taxes on a million dollar home, when you know that's not what was intended is one thing, but every nickel this guy's raking in comes from other people's taxes. He's a poster child for why people dislike politicians.

I'm outraged. Mr. Bustle must be insane if he thinks people will be unaffected by this news. This is a case of taking advantage of a situation and the American people. It actually detracts from the fact he served his country. This is a negative any way you cut it.

I watched the report on Fox 13 and saw footage of this enormously long dock outside of his McMansion. It must be football fields long. What about taxes on that? Can't believe that $122+ covers his home and mega dock. Think the Veteran's Administration needs to look into this abuse of veterans' exemption.

To me being disabled means you are not able to walk or see or both. Looks like Larry can do both pretty well. We appreciate his service to our country, but he does look bad by taking advantage of this tax break.
